U.S. Green Building Council (LEED)The San Diego Community College District’s construction bond program, funded by voter-approved Proposition S, a $685 million bond passed in 2002, and Proposition N, an $870 million bond passed in 2006, is providing for new, state-of-the-art instructional and career training facilities; major renovations; student and public safety enhancements; parking facilities and campus-wide infrastructure projects at City, Mesa and Miramar Colleges, and six Continuing Education campuses located throughout San Diego.

As part of the District’s Green Building Policy, all new construction projects and major renovations are designed to obtain the highest possible certification from the United Contractors @ Mesa College Topping OffStates Green Building Council’s Leadership in Energy and Environmental Design (LEED) program.  This independent third-party certification verifies that the new facilities are energy and water efficient, provide optimal indoor environmental quality, and reduce CO2 emissions.  We are proud to have more LEED-certified projects than any other educational institution in San Diego County.

To date, there have been more than 5,500 prevailing wage jobs generated on Propositions S and N undertakings with projects starting construction in 2010 generating nearly $110 million in new contracts, and at least 1,200 new jobs.

SDCCD is proud to have been awarded Standard and Poor’s bond performance rating of AA+; the highest possible rating and the highest of any community college in California.  Associated General ContractorsSDCCD has also been awarded a perfect score of 100% for bond performance from the San Diego County Taxpayers Association.  Our growing number of awards and recognitions includes a rare “San Diego Public Owner Award” by the Associated General Contractors (AGC) of San Diego, which described the construction program as “innovative” and an “outstanding value” for taxpayers.  

At the outset of the construction program, Facility Master Plans were developed for City, Mesa and Miramar Colleges to lay the foundation for the development of individual college needs and goals and also allow for flexibility to respond to future changes.  These Master Plans stress thoughtful stewardship of fiscal and environmental resources, and reinforce each campus’ role as a community resource. A construction Master Schedule is in place to help sequence construction to minimize disruptions to the campuses and ensure that all projects are completed on time, within budget, and as approved by the voters.

Laws governing the passage of Propositions S and N require strict accountability for the spending of funds, and include annual independent audits and public oversight through an independent Citizens’ Oversight Committee.
