 Contractor Prequalification & Requalification

The success of any construction project depends upon the utilization of reputable, skilled, competent and capable contractors. The San Diego Community College District uses a prequalification process to ensure the contractors bidding and performing work on Proposition "S" or "N" Construction Bond Program projects are able to produce the highest quality facilities.

All general and prime contractors must be pre-qualified to bid for construction contracts valued at more than $500,000. The District will not accept bids for contracts valued at more than $500,000 from Contractors that are not prequalified.

Prequalification and Requalification Applications cover each fiscal year, from the period for July 1st of each year to the following June 30th. Once prequalified, contractors need to requalify annually, and will be notified by e-mail when the requalification application is published.

If your firm was Prequalified prior to July 1, 2008, an updated Prequalification Application must be submitted.

Applications for both Prequalification and Requalification must be received at least two weeks prior to any bid opening on which your firm wishes to bid, to allow time for review, verification and approval.

The prequalification process evaluates the following information:

  • Contractors License Information
  • Safety Record
  • Prevailing Wage Record
  • Project Experience
  • Past Performance on Projects
  • Bonding Information
  • Civil and Criminal Records

Frequently Asked Questions:

Q: Which contractors must be prequalified?
A: All general and prime contractors must be prequalified in order to bid for construction contracts valued at more than $500,000. Subcontractors that are bidding to general contractors do not have to be prequalified with the District, but should check with the general contractors to see if they have their own prequalification requirements. Q: How long is the prequalification good for?
A: Prequalification is good through the fiscal year. We are currently prequalifying for FY 10-11: July 1, 2010 - June 30, 2011.

Q: How do I renew my prequalification?
A: Each May, the District will post a new Requalification Application to cover the next fiscal year. The contractor will be instructed to provide updated information. The Contractor must return the completed questionnaire to be requalified for the upcoming fiscal year. The contractor may also elect to withdraw from the Prequalification Program.
